Job Description:

Wisconsin Literacy is a statewide not-for-profit organization that supports over 80 adult, family, and workplace literacy agencies through grant funding, resource development, professional development, information and referrals, training, and advocacy. Under this organization, the Wisconsin Health Literacy division was formalized in 2010 and works nationally, statewide, and locally to increase health literacy in communities and in healthcare organizations through its projects, activities, and events.

Monitoring and Evaluation Specialist Position Summary

Under the general direction of the Associate Director, the Monitoring and Evaluation Specialist will help provide grant compliance assistance and guidance in WL’s English Language Learning (ELL) Program for refugees being served by local Wisconsin Literacy member agencies and other refugee serving organizations. The Specialist will work primarily with grant-funded projects. This role will also assist the Refugee Services Program Manager and the Grants and Financial Specialist in gathering and reviewing documents that are contractually required by agencies receiving funding.

Responsibilities:

Specific responsibilities of the Monitoring and Evaluation Specialist:

  • Review monthly reimbursement requests to ensure proper documentation is provided as required by the funder
  • Save documents in prescribed format and maintain electronic files
  • Assist Refugee Services Program Manager and Grants and Financial Specialist with follow-up correspondence
  • Gain mastery of Wisconsin Literacy’s contract with the WI Bureau of Refugee Programs (BRP) and BRP’s policy manual
  • Advise member agencies on allowable costs and activities 
  • Travel to onsite monitoring visits led by Refugee Services Program Manager (statewide)
  • Collaborate with agencies to monitor the status of Corrective Action Plan, as needed
  • Assist regional staff by providing updates and evaluation of sub-awardee financial requirements of funding
  • Build trusting relationships and maintain frequent communication with funded organizations to guide them through financial and programmatic requirements of federal/state funds

Job Specific Qualifications/Required Skills:

  • Use of software as a service (cloud-based software)
  • Access to reliable internet
  • Experience using a Windows based PC; Microsoft Office Suite, particularly with Excel to review budgets/modify formulas
  • Experience working with diverse client base
  • General accounting/spreadsheet/Excel expertise
  • Customer service mindset
  • Keen relationship skills and prior experience working closely in and with multi-cultural and/or multi-lingual communities
  • Ability to multi-task and focus on priorities at hand
  • Excellent verbal, written, and presentation skills
  • Sound organizational skills, strong attention to detail, and problem-solving abilities

Hours: The position is 30 hours/week, based on current project grant funding. Some fluctuation in hours is possible, based on grant funding. The position is based at the Wisconsin Literacy, Inc. statewide office in Madison, WI. Two days/week in office is required.

PHYSICAL REQUIREMENTS:

  • Ability to work in a typical office environment involving exposure to fluorescent lighting, potential ink fumes, contact with synthetic materials and air conditioning.
  • Ability to sit and/or stand for 8 hours
  • Ability to type at a computer for 6-8 hours
  • Ability to lift up to 10 lbs.

Hourly Wage: $25.00
